The Upgrade Crystal Report designs is new for Sage 300 Construction and Real Estate version 14.1. If you are already on 14.1 and are upgrading to 15.1, 16.1 or 17.1, then the Crystal Reports will not need to be upgraded. Sage 300 CRE versions 14.1 - 17.1 all use the same version of Crystal Reports.
If you use custom Crystal Reports designs, you must run the new Upgrade Crystal Reports Tool after installing Sage 300 Construction and Real Estate 14.1. See page 5-6 of the Release Notes for more information on running this tool.
Additional information on Crystal Reports can be found in the User's Guide located on the product documentation page and can be found here.
