Cause
Btrieve is running
Resolution
  1. Open Windows Task Manager
  2. Select Processes or Details tab
  3. Select W32MKDE.EXE
  4. Click End Process
  5. Click Yes on message
  6. Close Task Manager
  7. Verify can open and activate
