The server has TCP/IP and Named Pipes protocol disabled under SQL services.
This will cause the Configured System Database message to pop up and loop on the program launch.
Resolution
CAUTION:
The following steps include restarting the SQL server service hosting the Sage Fixed Assets Databases. If you have other databases hosted on the instance, the process will disconnect them temporarily.
Log on to the server where you created the SQL server instance.
Select Start, go to All Programs, Microsoft SQL Server 20xx, and select SQL Server 20xx Configuration Manager.
On the left-hand pane, expand the SQL Server Network Configuration section.
Select the SQL server instance where you're hosting the Fixed Assets databases.
On the right-hand pane, check the status column of the protocols Named Pipes and TCP/IP.
If you have any set to Disabled, right-click the row and select Enable.
Verify the Status Column shows Enabled.
On the left-hand pane, select the SQL Server Services section.
On the right-hand pane, right-click on the SQL Server service instance you're hosting the Fixed Assets databases on. Click Restart.
