Issue is resolved and fix is included in 2024 R1 (v12.0.35)
Workaround: 

To extend the address fields for the Excel or CSV Extract (vet this first in your test environment):

1. Go to Development, Script dictionary, Screens, Screens (GESAMK).
2. Select Screen code CONSB9I2
3. Change the data Type on BPAADDLIG1, BPAADDLIG2 and BPAADDLIG3 fields from A to ADL. This should clear the length field.
4. Save and click Validation.
5. Repeat on Screen code WMB9ISTD and any other B912 (screen abbreviation) screen you may have.
6. Generate the 1099s again and your extract should reflect the complete address.
