By default Sage Intelligence registration process uses a DIRECT Internet access in order to register your product, the error is caused if your Internet access is through a proxy vs being direct, to resolve:
First find out about your proxy setting, the best way to eliminate errors is to copy proxy setting from Microsoft Edge

pen Sage Intelligence License ManagerSelect File, Configure Internet Connection
In the Internet Access Type drop down list, select Proxy, Click Apply
Enter the Proxy Server Address and Port, Click Apply
