The toolbar may not appear in the text editing area of the Notes screen of the desktop edition.

Go through the following steps for the toolbar to display properly:

  1. Open Internet Explorer.
  2. Go into Internet Options. 
  3. Click on the Security tab.
  4. Select Internet. 
  5. Click on the Custom Level button.
  6. Find the option Active Scripting.
  7. Click on the Enable option.
  8. Find the option Scripting of Java applets.
  9. Click on the Enable option.
  10. Click on OK.
  11. Click on OK again.

Now the toolbar should appear when the Notes screen is launched.
