Cause

The Microsoft Visual C++ Redistributable Package prerequisite didn't install properly on the client or single user installation.

Resolution

Manually install the perquisite:

For 2018.1 - 2023.0: Download and run the Microsoft Visual C++ 2015 Redistributable Package (x86)
For 2023.1 and higher: Download and run the Microsoft Visual C++ 2015-2022 Redistributable Package (x64)
