Cause

The user hasn’t logged into the company as the Administrator.

Resolution

Have the administrator log into the company
If you don’t know the administrator user name and/or password, see: Forgot password or user name and/or password not working
If you’re logged in as an administrator and still getting the issue, see: Set Up User Security is grayed out when logged in as administrator
